Economic Stimulus Action Plan
and Regional Air Service

In mid-2002 the Snohomish County Council and County Executive formed an Economic Stimulus Task Force as a response to the national economic downturn that had begun in 2000 and became more dramatic following the terrorist attacks on September 11, 2001.

The role of the task force was not to adopt a long-range economic development plan. Rather, the task force brought together County elected leaders and department heads to find ways Snohomish County government could quickly assist in stimulating the local economy. 

The Task Force was formed with the concept of providing projects and programs that would help the economy grow. The Task Force identified and classified 44 elements in an economic stimulus plan. They included changes to the County’s regulatory climate, direct investments in capital projects, programs to stimulate job creation and growth, and improvements to the way the County provides customer service. Many of the changes can be accomplished in the short term, while others will take longer but have long-lasting impacts. One of the Action Items is: Explore regional air service market at Paine Field. This action item was researched by the Airport staff and discussed with the County Executive and the County Council. The Council requested the following work plan elements: (1) Conduct a Market Survey to include the demographics of the potential local area and the travel desires of the population in this area. (2) Develop architectural and engineering plans and estimates for the facilities that would be required to provide commercial air service at Paine Field. (3) Once the information from the first two elements was available, conduct a community outreach program to publicize the information, develop a list of concerns and provide suggestions and recommendations. Both the Council and the Executive reaffirmed their support for the 1978-79 Mediated Role Determination and the importance of the concerns of the neighboring communities.

County Executive Aaron Reardon is very comfortable with this process under the direction of the Airport. He supports it because – and this is the critical point - it respects the mediated agreement that has guided the use and development of Paine Field since 1979.

These three elements were added to the 2004 Workplan for the Airport. An RFQ (Request for Qualifications) for the Market Study consultant was issued and Mead & Hunt was selected. The final report of the Air Service Market Study determined that there is a market for regional jet service from Paine Field to some west coast hub markets.

Air Service Market Study and related document links: The scope of work for the planning and engineering work in the second element will be completed in September. It is expected that this work will commence in October and be complete in January or February, 2005.
