Business Call to Order
Russ Keyes called the meeting to order at 7:02 PM.
Approval of Nov 13, 2001 Minutes
There were no modifications to the minutes and they were approved
as written.
Noise Monitoring
Colin English began discussion of AFTEMS systems improvements and
that the Airport continues to receive flight data information and
radar data from the FAA. Colin presented some 3-D graphical
representations of the 4th quarter large jet traffic as well as
2-D VFR traffic patterns. He then reviewed the quarterly and
annual report data for the number of operations and the associated
number of noise complaints.
Master Plan 2001 Update
The next Master Plan public advisory committee meeting is now
scheduled for mid-March. The Master Plan will also identify a
location for any new terminal facility that could support
scheduled airline service. Having the radar track data from AFTEMS
has significantly improved the accuracy for modeling the noise
contours portion of this study.
Current Projects
Bruce Goetz addressed the current projects now on going at Paine
Field.
Safety area project. The new airfield lighting control
system has finally been installed in the Air Traffic Control
Tower. The runway distance-to-go signs remain to be completed, as
well as additional fencing is being planned along the airfield and
Boeing boundary north of the north corporate hangar area. Other
than these few items, the Safety Area Project is complete.
North Paine Corporate Hangar Association. Moss Bay
Construction is building these hangars. The building foundations
are complete, and steel framing and walls are being erected.
Completion of these 13 hangars is scheduled for this coming March
New Tower. The building is scheduled to be turned over to
the FAA in August. It will then take the FAA another year to
install electronics, and an additional 6 months of running both
towers simultaneously before the new tower is fully operational.
West Ramp Hangar Development. Deposits are still being
accepted for the hangars at this time. The new hangars will range
in size from standard 42’ T hangars to 45 and 50-foot
rectangular hangars. Occupation is expected by November and we
currently have about half of the units spoken for.
Taxiway Lighting Upgrade Project. The existing lights along
taxiways Charlie, Delta, Foxtrot and Golf as well as runways 11-29
and 16L-34R all have direct bury cable and stake mounted lights.
This type of installation causes numerous outages which are
difficult to trace and fix. This project will replace the cable
with new cable in conduit, and put the fixtures in concrete cans
creating a much more reliable circuit. The project is currently
under design by HNTB in Bellevue. Funding is not probable during
this fiscal year, but may happen if any funds remain at the end of
the FAA’s fiscal year.
Bill Dolan presented the remaining current projects.
WASDOT Mukilteo BLVD widening. Construction along the
boulevard has begun with clearing of trees and grading of earth to
the new levels, as well as the installation of water drainage
system. The airport is negotiating with the PUD to relocate their
power lines further to the east, and some trees along the east
side of the speedway will be coming down in the next few weeks in
association with the power line move. It is still not known when
the next phase of construction will be ready to go out for bid.
This construction project is being funded and managed by the
Washington State Department of Transportation.
Public Works Solid Waste Transfer Station. Currently the
project is about 1/3 complete with further grading and
construction to be conducted this summer. Road widening and
sidewalks will be completed along Minuteman road this summer as
well.
Airspace Obstruction Removal. Surveying of tree
penetrations into the Part 77 transition areas will be on going
over the next 6 months to a year. Work is progressing on permits
needed cut the trees in the hazards area. Further work is being
done to survey the trees penetrating the transition air space. The
Airport is required by FAA grant assurance to ensure that objects
penetrating the airspace around Paine Field are cleared and do not
present a hazard to the flying public.
Development
Dave summarized the future development plans.
National Flight Interpretive Center. The Museum of Flight
has made a proposal to build a new facility in the Northwest
Territories. This facility would include a Boeing tour center,
Museum of Flight restoration center, conference facility, display
gallery and Challenger Learning center. Currently, PFD funds have
not been authorized nor has the project been approved by the
County Council, so the plans remain conceptual. The City of
Everett has written a letter of support for the project. A more
in-depth presentation to the council will be forthcoming as plans
solidify. A motion was made to support the project and write a
letter to that effect. The motion was seconded and approved in the
following vote. A letter expressing the PFCC support for the NFIC
will be written by a designated member.
West Side Development. This project is on hold while the
Airport decides on a smaller scaled version.
HASCO. 8 to 10 residents per month have been moving into
the HASCO housing area and nearing 70% occupancy. This project has
been moving fairly smoothly.
Little League Fields. The final approval for selling the
little league baseball fields to the county parks and recreation
department goes before the county council this next Wednesday.
ME-262. 5 of these replica WWII German fighter jet aircraft
are being built, and the first has just begun engine testing. The
first test flight is expected sometime this summer.
Swanson Wetlands. Regrading and replanting in the wetland
area have been completed. The wetland management program over-all
has been very successful.
DOT Aviation Office. The Washington State Department of
Transportation Aviation office has announced that they are leaving
Boeing Field and will be moving to Snohomish County. They have a
choice between Arlington and Paine Field but that decision has not
been made at this time.
Council Member Report and Comments.
Major Sawyer gave a brief explanation about the mission of the
unit, as well as some of the security adjustments that have been
made at the WANG facility.
Bob Roetiscinder from Regal reports 18 planes are currently
available and that operating numbers for the last three months are
improving.
Jim Grant from Northway Aviation reports that he is awaiting the
delivery of another new Cessna 172.
Rich White representing Boeing says they are continuing to adjust
the work force figures in the Puget Sound area and that Boeing
continues to work towards being a good neighbor.
Laura Mork with Goodrich reports an increase in operations
following the drop experienced during the 4th quarter of 2001.
Public Comments
A request for an airport facility tour was made, and an earlier
time may be arranged for the next PFCC meeting to accommodate that
request.
