Business Call To Order
Jim Rutherford called the meeting to order at 7:02pm.

Approval of Nov 14, 2000 minutes
There were no modifications to the minutes and they were approved as written.

Review of Noise Monitoring and Operations Summaries

Bruce Goetz gave a short presentation on the AFTEMS noise monitoring system and how the Airport uses it to track noise complaints. The airport utilizes the Sound Exposure Level and is presented in the reports to show highest single event noise levels. The quarterly graphs show data concerning flight operations and engine trims. An abnormally high amount of late night operations occurred last quarter, and the Airport is working with BFGoodrich and their customers to ensure they minimize their late night activity.

FSDO Flight Standards District Office

Sam Aaron from the Seattle FSDO gave a short presentation regarding the duties and responsibilities of his office. Sam said that the FSDO’s mandate is to reduce commercial and general aviation accidents, as well as runway incursion ground incidents. FSDO also has a responsibility to address public complaints which address all range of safety issues. They also promote aviation education and careers in area schools.

Master Plan 2001 Update

Bill Dolan stated that the first meeting of the advisory committee has been conducted and had excellent attendance with good input from members. The updated inventory chapter will be sent out to the committee members before the next meeting. In addition, all of the components of the working paper will be WEB ready soon to ease public and advisory committee distribution. The schedule for an open house and advisory meeting will be published in local area papers. Advisory committee members and general public are welcome to attend tours of the airport to assist in understanding the scope of measures under consideration. All of the working papers will also be available in the Master Plan binders at local area libraries.

Construction Update
Bruce Goetz gave an update on current construction on the Airport.

Runway Safety Area Project. Phase 3 of the runway 16R-34L safety area project is roughly 98% complete, with only the new computerized lighting control system remaining to be installed. Phase 4, which will complete the project, is under design and is scheduled to begin in June with work finished at the end of July. Shifting of the lights and repainting the runway will be the main focus of work.

New Air Traffic Control Tower. To date the FAA has completed the first phase of work on their new tower. Phase 1 was approximately $1 million worth of construction. There is no word yet on when the remainder of the funds will come available, however it is rumored that $5 million may come available sometime this year. The FAA would still need an additional $1.4 million on top of the $5 milllion to complete the project.

BFGoodrich Landing Gear Facility. Expansion of the BFGoodrich landing gear facility is underway and will double the size of the building. Work is expected to be completed sometime in March. The facility is actually owned by the airport and is being leased to BFG.

Ranger Hangar. The Ranger Corporation is constructing a 2 bay hangar at the North Corporate Air Park. Two Pilatus PC-12 aircraft will be hangered in the new hangar facility, which will be privately owned and built.

Upcoming Planning/Construction Projects

West Ramp. The new west ramp hangar layouts are expected to house 80 to 100 aircraft. They will be a combination of 40, 45, and 50-foot door widths and are expected to be a mix of S5 and H5 occupancy to allow various works to be done in the hangars. Marketing studies will be conducted to discover what amenities and possible rent rates will best apply to the current market.

Airfield Lighting. The direct buried cables for lighting on 11/29 and taxiway Golf will be replaced with a new system which will have new transformers and conduits to ease maintenance and reliability. The 2400-volt regulators in the night lighting vault are to be replaced for greater safety and the existing standby generator is to be replaced with a new diesel generator.

Central Ramp Pavement. The pavement in the central hangar area to be replaced along the taxi areas and it should also fix the drainage problems. Funding is questionable for this year but engineering is being done to be ready next year.

North Ramp Corporate Hangar. Moss Bay Aviation is beginning corporate hangar space development on the north ramp area.

West Side. The airport currently does not have a proposal for West Side development to the county council at this time. In another six to eight months a proposal may be ready, depending on demand.

Transfer Station. The county is in the final part of the selection process for the proposed waste transfer station. The preferred site is still to the east of the airport on airport road. An Environmental Impact Statement is being done and is expected to be complete in March.

Navy Housing. The Navy is leaving the housing area south of BFGoodrich in September and HASCO is being considered for taking over the lease on a short term basis.

Community Council Membership
The Council is looking for suggestions from the council as to how we might improve or modify the make up of the council. Suggestions made:

  • Ex-officio members should become voting members
  • Consider changing the balance of aviation/community membership to include more community representatives.
  • On a rotating basis have county council members attend PFCC

Council member Reports/Comments
The council should think about what were missing by having the meeting only once a quarter and that we should possibly have the meetings every other month. The airport is to draft motions covering the suggestions made to be included on the next meeting for vote by council members.

Public Comments
Good information was presented, but he questions the real impact of the committee. A majority of the public doesn’t understand the processes and more information needs to be shared.

Move to adjourn was made, seconded and passed. Jim Rutherford adjourned the meeting at 2138.
