Call to Order
Russ Keyes called the meeting to order at 7:05 PM.
Approval of February 12, 2002 Minutes
There were no modifications to the minutes and they were approved
as written.
WASDOT Aviation Division Update
John Sibold, the new Aviation Division Director at the Washington
Department of Transportation, gave a brief summation of his
aviation background and career then explained the aviation
division’s current mission priorities. In addition to lost
aircraft search and rescue coordination and pilot education
efforts the aviation division is also responsible for developing
and protecting GA airports through land use and compatibility
planning. John is also currently involved with other
transportation agencies analyzing transportation alternatives to
maximize the state’s aviation capacity.
Noise Monitoring
Colin English began with a discussion of AFTEMS systems
improvements and that the Airport continues to receive flight data
information and radar data from the FAA. Colin presented some
graphical representations of the 4th quarter 2001 and 1st Quarter
2002 large jet traffic to demonstrate the similarity in traffic
patterns over time. He also presented updates to the 3D terrain
capabilities of AFTEMS and the addition of King and Skagit county
road systems to the display map. Colin then reviewed the quarterly
and annual report data for the number of operations and the
associated number of noise complaints.
Current Projects
Bruce Goetz addressed the current projects now on going at Paine
Field.
Safety area project. The Safety Area project is 99%
complete at this time with only small punch list items being
worked on.
North Paine Corporate Hangar Association. Moss Bay
Construction built the new hangars and all but one unit have been
sold with occupancy expected to begin in two weeks.
New Tower. There is a new contractor for the siding portion
of the Tower construction and the exterior sections are scheduled
to begin being mounted within the next 20 days.
West Ramp Hangar Development. The grading permits for this
project have been applied for and ground breaking for the new
hangars is expected to begin in July. Close to 70% of the first
phase hangars have already been reserved and occupancy is
scheduled for late December.
Taxiway Lighting Upgrade Project. The existing lights along
taxiways Charlie, Delta, Foxtrot and Golf as well as runways 11-29
and 16L-34R all have direct bury cable and stake mounted lights.
This type of installation causes numerous outages which are
difficult to trace and fix. This project will replace the cable
with new cable in conduit, and put the fixtures in concrete cans
creating a much more reliable circuit. The project is currently
under design by HNTB in Bellevue. Funding is not probable during
this fiscal year, but may happen if any funds remain at the end of
the FAA’s fiscal year.
Bill Dolan presented the remaining current projects.
WASDOT Mukilteo BLVD widening. Construction along the
boulevard began with the clearing of trees and grading of earth to
the new levels, as well as the installation of a storm water
system. It is still not known when the next phase of construction
will be ready to go out for bid. This construction project is
being funded and managed by the Washington State Department of
Transportation.
Public Works Solid Waste Transfer Station. Minuteman Road
is currently closed to allow further road widening and sidewalks
to be completed. Site work continues in preparation for facility
construction, which is scheduled to begin in a few weeks.
Roadway Express Freight Transfer Facility.
East of the Bomark business offices there will be a new
distribution facility for Roadway Express, a freight
company.
Airspace Obstruction Removal. Surveying of tree
penetrations into the Part 77 transition areas will be on going
over the next 6 months to a year. Work is progressing on permits
needed cut the trees in the hazards area. Further work is being
done to survey the trees penetrating the transition air space. The
Airport is required by FAA grant assurance to ensure that objects
penetrating the airspace around Paine Field are cleared and do not
present a hazard to the flying public.
National Flight Interpretive Center. The hopes for PFD
funds were not authorized by the County Council, so the plans
remain conceptual. Other financing alternatives are still being
explored in an effort to make this project a reality
West Side Development. West side development is on hold at
this time.
HASCO. The Snohomish County Housing Authority is now acting
as the property managers for the HASCO housing area , formerly the
Navy housing area, with 75% occupancy rates. This project has been
moving fairly smoothly.
Master Plan 2001 Update
The next Master Plan public advisory committee meeting is now
scheduled for May 29th at the Kamiak High School commons room.
Members of the advisory committee have received their copies of
the working papers for their study. The greatest change to the ALP
is the newly designated footprint outlining the position of a
potential future terminal that is designed to accommodate recent
security and parking rule changes.
Council Member Report and Comments. Russ Keyes reminded the
council that GA Days highlights the businesses and users of the
airport. The public event begins Saturday the18th at 10:00 and
continues until 4:00 that afternoon. Young Eagle flights will be
offered to youth between the ages of 8 and 17 years old as part of
the EAA program to take 1 million kids flying before the 100th
anniversary of powered flight.. In addition to a morning pancake
feed put on by the Mukilteo Fire Department there will be numerous
static display aircraft and booths for public information
Public Comments
Department of Homeland Security established several Temporary
Flight Restrictions (TFR’s) in the area, which may have been
appropriate following 9/11, but questions arise as to how much
protection they continue to provide. The DoD requirement placed
with the FAA for the TFR’s is set at a national level so there
is nothing really that may be done locally. People may communicate
their concerns to national leadership though, and AOPA is a good
source for information about national and regional efforts to
change the TFR’s.
