To Order
Don Paggeot called the meeting to order at
6:05 PM and asked if there were any modifications to the minutes
of the May 11, 1999 Community Council meeting. There were no
modifications and the minutes were approved.
Review of Noise Monitoring and Operations
Summaries
Katie Servis reviewed Paine Field’s noise
monitoring system; calls made to the noise hotline and
summarized the monthly Noise Reports. She also pointed out that
the DNL data is missing from the reports. The data that the
office has needs to be broken up into community and aircraft
noise so that the information will be comparable to previous
reports.
Katie notified the council that the noise
monitors have been renamed to put them in numerical order.
Herb O’Bryant mentioned that there seemed
to be increased EA6B activity in the last two weeks. Dave
Waggoner mentioned that Whidbey Islands runway was under
construction and that an EA6B had been invited to the field to
train fire fighters and refuelers in the case of a divert to
Paine Field.
Airport Construction Projects
Bill Dolan spoke to the council about current
construction projects.
Runway Safety Area Project: This year’s
south safety area construction project has been reduced from
a 3 million-dollar project to around 600,000 dollars. This
years work will include the construction of another
retaining wall directly to the east of the current retaining
wall, drainage work along wall, installation of new
electrical conduit at the end of the safety area, and some
dirt work in a very small section of the NW Territories.
Next years work will include the
construction of a freeze wall through a wetland just east of
the current safety area and dirt work in the NW Territories.
There is also a possibility of upgrading the sewer system to
a gravity system.
Bill also mentioned zoning 12 acres of
the NW territories.
Herb O’Bryant asked if the airport
needed to do a Salmon EIS. Bill responded that the airport
is working on a biological study for the South Safety Area
and is planning on another ALP update in the beginning of
1999.
Lorrie Ellis asked about the airport's
status on Y2K. Bill mentioned that Bruce Goetz and Bryan
Johnson have been working on that issue and that the airport
is prepared for Y2K.
Narbeck Wetland Bank
Andrew Rardin gave a presentation about the
wetland banking compensation program and Narbeck. He mentioned
that 48 acres were enhanced with 8 acres of wetland. The project
started in August 1998 with the park opening July 31, 1999. The
airport paid for all mitigation while private donors, grants and
volunteers funded the park aspects.

Don Paggeot adjourned the meeting at 7:00
p.m. and guided tours of Narbeck were offered.
