Call to Order
Don Paggeot called the meeting to order at 7pm.

Approval of May 14, 2002 Minutes
There were no modifications to the minutes and they were approved as written.

Noise Monitoring
Colin presented radar track data demonstrating the consistent nature of the traffic patterns around Paine Field. Quarterly noise complaint data associated with the noise report was also reviewed.

Current Projects
Bruce Goetz addressed the current projects now on going at Paine Field.

NPCHA Hangars. Project is complete and the North Paine Corporate Hangars are all occupied at this time.

West Ramp Development. Construction has begun on the west ramp. Currently we have close to 93% pre-lease rates on these hangars. The anticipated completion date of the project is December. The only short-term impact on airport users will be associated with a storm sewer line being installed under taxiway Alpha and Hotel in two weeks.

New Tower. The siding contractor has now finished the exterior potion of the tower construction and the glass installation is scheduled in two weeks. Completion of the project is still scheduled for fall of 2003.

Taxiway Lighting Upgrade Project. The current system has direct buried cable and lights on stakes, which creates a maintenance headache with shorts and breaks in the system. An enclosed system using conduit and lights in cans will relieve a lot of these problems and bring the whole airport up to standard for lighting. In addition, a new back-up generator will be installed to replace an aging generator that is becoming a maintenance problem and new power regulators will also be installed. We are hoping to receive money from the FAA in September to pay for this project.

Dave Waggoner presented the remaining current projects.

WASDOT Mukilteo BLVD widening. There has been a two-week delay in opening the bids for the Mukilteo Speedway widening project. However, once the bids are awarded the project should take around 12 months to complete.

Public Works Solid Waste Transfer Station. The roadway to the east condos (Minuteman Road) has been paved and is open at this time. Facility construction has begun and the transfer site is scheduled to be open for business in the spring of 2003. Once the heavy portion of construction on site is completed the final lift of pavement on minuteman road will be placed.
Flight Across America. The kick-off event for Flight Across America, now a national movement, occurred last Sunday as pilots began the flights to land at every general aviation airport in the nation over the next month. The flights are meant to promote general aviation in this country and memorialize the tragic events of last 9-11.

Airspace Obstruction Removal. Obstructions currently exist at Paine Field with numerous penetrations into protected approach and transitional air spaces. Surveys are being completed to identify the specific penetrations requiring removal and permits to begin the removal of these trees are expected in two weeks.

NFIC—MOF Tour Center. Other sources for financing for the NFIC are still being sought in an effort to make this facility possible.

Olympus Terrace Sewer District Pipeline Project. As part of the replacement of the OTSD sewer pipe system in Big Gulch, we are working with the city of Mukilteo and OTSD to get approval to construct a by-pass system pipe to handle storm water overflows which currently are eroding both the pipe and Big Gulch. This is not an Airport project, but Paine Field has been asked by OTSD to participate.

Master Plan 2001 Update
The final advisory committee meeting was held two weeks ago at the Everett Transit center. The recommended changes to the draft are being made with the final version to be submitted to the county council for approval in two months. The master plan remains consistent with the mediated role of Paine Field.
