Call to Order
Jim Rutherford Call to Order at 7:04 pm.

Approval of May 8th, 2001 Minutes
There were no modifications to the minutes and they were approved as written.

Community Council Membership
Bill Dolan reintroduced the issue of changing the makeup of the community council.  Any recommendations for changes in council structure would have to be passed on to the County Council for approval.


A motion was made to keep the council the same and was seconded. Discussion followed the motion concerning the limits of expanding the role of Ex-Officio members and city government representatives.  Generating public interest also dictates that there must be numerous forums for interaction.


Motion was passed to maintain the council in its current form.

Noise Monitoring
Colin English summarized the quarterly noise report for the 2nd quarter and a brief synopsis of the noise collection system for the Airport.   Colin also gave a brief discussion of AFTEMS and all of its components. The Airport is finally obtaining flight data information and radar data from the FAA.  Colin also introduced Noise 101, which is a program developed from a noise symposium and designed to provide a basic level of understanding of noise metrics/issues to the general public in the surrounding community.   Copies of the Noise 101 document are available by calling the Airport Operations department.

Master Plan 2001 Update
Bill Dolan briefed the Community Council on the status of the Airport Master Plan Update.  The county council approved the forecast and was adopted to be included in the Master Plan.  The council also approved the chapter on capacity.  The next Master Plan Open House is tomorrow night (August 15th) at 5 pm in Hangar C-84.

Current Projects
Bruce Goetz gave an update on current construction on the airport.

Safety area project.  The runway will be closed for 32 hours starting Thursday night for the final phase of construction.  Additionally, the runway will be closed every night next week to allow for grinding, paint stripping, and centerline light placement.  The shift south includes the approach lights, PAPI’s, ILS glide slope, threshold markings, distance marks and centerline lights. By Friday the 31st of this month the runway portion of the Safety Area project should be complete.

Ranger Hanger.  The Ranger hangars are completed and have received their certificate of occupancy.

Moss Bay Hangars.  The sewer and utilities work has begun north of the Museum of Flight.  This is a privately funded project, and will be constructed over the next 6 months.

New West Ramp Hangars.   The Airport has hired the firm of W&H Pacific to design an additional 70-80 storage hangars on the Airports west ramp.  Deposits are now being accepted on a first come/first serve basis.  The new hangars will be a combination of 42’ wide T-hangars and 45’ wide rectangle hangars.  The FAA will fund 90% of the cost of the infrastructure, but the Airport will have to pay for the cost of the buildings.

Upcoming Planning/Construction Projects
Dave Waggoner and Bill Dolan presented an update on future construction projects.

Airfield Lighting Upgrades.  The firm of HNTB has been hired to design the upgrades to the airfield lighting system.  Included in this project are new runway lights for runways 16L-34R and 11-29, as well as new taxiway lights for taxiways Charlie, Delta, Foxtrot and Golf.  Also included in this project are new regulators for the night-lighting vault and a new standby generator for the airfield.

County Regional Transfer Station.  The site near Minuteman road has been chosen for the county solid waste transfer site.  Surveying has begun on the site and construction should begin within the next few weeks.  The site offers many positive attributes over other proposed locations such as a central location and excellent road access.  It is also a good revenue generator for the airport.

NW Territories. Discussions have been on going with Boeing and with the Museum of Flight for various development plans.  Boeing still retains the right for first refusal for this area.

West Side Development.  The west side development has been put on hold while the Airport conducts some traffic and other noise studies.  Dave Waggoner indicated that it is still the Airports intention to develop the west side of the airport as it is a good revenue generator and will help to ensure that the Airports long term capital needs are met.

Park and Ride.  The area proposed for the park and ride is ready for development, but no plan is in place to do actually develop this site at this point.

Navy Housing.  The Housing Authority of Snohomish County (HASCO) will begin leasing the Navy housing property for low-income families as of September 5th.  The Navy will still have some families living there for the short term until they can transition into other Navy housing units in the North end.

Tree Obstruction Removal.  Surveying of tree penetrations into the Part 77 transition areas will be on going over the next 6 months to a year.  This will involve the topping of some trees and the downing of the entire tree in other cases depending on the hazards and type of tree involved.

Council Member Report and Comments
Jim Rutherford reminded the council that nominations for new chairman would be made at the next council meeting.
