Call to Order
Russ Keyes called the meeting to order at 6:57pm.
Approval of August 12, 2002 Minutes
There were no modifications to the minutes and they were approved
as written.
Noise Monitoring
Colin presented charted data from the quarterly noise report.
Colin agreed to prepare a noise footprint comparison of various
large jets, regional jets and turbo prop aircraft that might
typically operate at Paine Field should commercial service be
started. The comparison study will be ready for the next council
meeting
Current Projects
Bruce Goetz addressed the current projects now on going at
Paine Field.
West Ramp Development. Construction continues on the west
ramp. Currently we have close to 93% pre-lease rates on these
hangars. Change orders and scheduling difficulties have forced a
delay in the anticipated opening of the hangars. No further
impacts to regular airport operations are expected.
Taxiway Lighting Upgrade Project. The NW Mountain region
was able to make another 1 million dollars available for the
equipment portion of the airfield lighting upgrade project grant.
In the spring we are anticipating an additional construction grant
to allow completion of the installation of lighting and standby
generator by the end of summer in 2003
Fencing. The airport has completed approximately 6500 feet
of new eight foot tall fence along the west side perimeter. With
the addition of another fence segment north of the corporate ramp
adjacent to Boeing property the airport perimeter fence project is
now completed.
New Tower. The contractor is expecting to be finished with
the mechanical installation within the next two months. In the
middle of February the FAA is expecting to begin the installation
of electrical equipment. The FAA is scheduling commission of the
new tower for next October.
Airspace Obstruction Removal. Obstructions currently exist
at Paine Field with numerous penetrations into protected approach
and transitional air spaces. Surveys have been completed to
identify the specific penetrations requiring removal. Permits from
the Department of Natural Resources are still awaiting issuance.
The PUD poles at the south end of the runway are below the 34:1
visual approach zones, but they would penetrate into a 50:1
precision approach slope. Neon lights are being installed on the
highest wires to aid in marking them as potential obstructions.
Overrun on runway 16R. The Safety Area functioned as
advertised when the pilot of a Cessna Citation aborted the takeoff
and skidded off the runway because the tires failed. The plane
eventually stopped 800 feet into the safety area. The only damage
was to the wheels, and required about 7 hours to remove the
aircraft.
Dave Waggoner presented two current projects.
Public Works Solid Waste Transfer Station. Facility
construction has begun and the transfer site is scheduled to be
open for business in June of 2003. Once the heavy portion of
construction on site is completed the final lift of pavement on
minuteman road will be placed and this should help alleviate some
sunken areas on the road.
NFIC. The Snohomish County Council passed a motion
supporting the Museum of Flight in building the NFIC. The council
then passed an update to the ordinance allowing the use of $3
million of PFD funds. The airport may also allocate $1.5 million
towards the project should all parties agree to the program. The
preferred site remains in the Northwest Territories of the airport
property. Plans also are in the works for a 150 – 200 room hotel
adjacent to the NFIC. This would create a tourist destination in
South Snohomish County with an anticipated income $30-40 million
per year from tourism revenues.
Bill Dolan discussed the remaining current projects.
WASDOT Mukilteo BLVD widening. KLB was awarded the contract
for the widening of the Mukilteo Speedway. Currently traffic is
moving on the east side of the road project and traffic should
switch back when construction is complete on the west side of the
road. Currently the scheduled project is to last sixteen months. A
large portion of this project is associated with the water run-off
containment into Big Gulch creek.
Olympus Terrace Sewer District Pipeline Project. As part of
the replacement of the OTSD sewer pipe system in Big Gulch, the
airport is working with the city of Mukilteo and OTSD to get
approval to construct a by-pass system pipe to handle storm water
overflows. These overflows are currently eroding both the pipe and
Big Gulch. Paine Field has been asked by OTSD to participate with
a parallel storm line to avoid costly vaults associated with any
future developments on the West Side of the airport. A public
trail may also be built in Big Gulch, but this aspect of the
project is subject to some debate and has yet to be decided.
Master Plan 2001 Update
The recommended changes to the final draft have completed and
the FAA is currently involved in doing a review of the Master
Plan. On December 3rd the County Council work session will prepare
the Airport Master Plan for adoption. The County Council is also
scheduled to work on the approval of the updated Part 150 Noise
Study. Once approved the Airport Master Plan will then to be sent
to the FAA for their final approval. Updates to the Master Plan
are available on the airport web site and at the local libraries.
Tenant Updates
-Roy Chandler states that Goodrich is working very hard on
productivity gains and reducing cycle times. Employment levels are
stabilized but remain low compared to a few years ago.
-Building 207 (UW) now has a sub tenant in place and they are
doing maintenance on corporate aircraft owned by the parent
company
-SkyCorp aircraft charters have moved into the C-3 building and
they are expecting their Part 135 certificate later this week.
SkyCorp will offer charter flights and aircraft management
services.
-Rich White from Boeing announced that operations in the Bowmark
buildings will be moving to the main factory facility. This is an
effort to consolidate services, manufacturing, design, personnel
and eliminate redundancies. The B777-300ER is scheduled to be
rolled out next week, and B757 flight test deliveries have moved
back down to Renton Airport.
