Call to Order
Jim Rutherford Call to Order at 7:02 PM.
Approval of August 13th, 2001 Minutes
Except for the addition of attendee Clayton Hammonds there were no
modifications to the minutes and they were approved as written.
Noise Monitoring
Colin English began discussion of AFTEMS systems improvements and
that the Airport continues to receive flight data information and
radar data from the FAA Tower. Colin presented some 3-D graphical
representations of September’s large jet traffic as well as 2-D
VFR traffic patterns. He then reviewed the quarterly report data
for the number of operations and the number of noise complaints.
He included a special emphasis on the impacts of operations by the
September 11th attacks and subsequent system-wide shut down of
aviation.
Master Plan 2001 Update
Bill Dolan discussed the Master Plan meeting, which was held in
August on the third working paper on capacity. One topic at the
meeting concerned the approach area protection zones and inherent
restrictions for a precision approach to runway 34L. Eventually
creating a precision approach from the south is a goal for Paine
Field to alleviate the head to head converging traffic presently
found during north-flow traffic while others conduct practice
approaches from the north. The next meeting for the Master Plan
Update is tentatively scheduled for sometime in February 2002.
Current Projects
Bruce Goetz addressed the current projects now on going at Paine
Field.
Safety Area Project. The major elements of the Safety Area
Project were finally complete as of October 15, 2001. Some
lighting work remains to be done by the FAA for the MALSR and
these will be flight checked during the next few weeks. The
centerline lights still need some work and are scheduled to be
worked on over the next month.
Ranger Hanger. The Ranger Hangars are now occupied and in
use.
Moss Bay Hangars. The Moss Bay Hangars are under
construction with the foundations complete and steel being erected
next week. Completion of the project is scheduled for May 2002.
New Tower. Work resumes on the Tower structure next week
and steel will be erected over the next three months to the towers
full height. Scheduled completion for the New Tower is around
2004.
Swanson Wetland. The Airport has hired a contractor to do
some additional grading at the Swanson Wetland site. The work is
being done to ensure pond levels were at their desired levels.
Additionally, a sprinkler system was added to ensure survival of
the wetland plants during the summer months.
WASHDOT Mukilteo BLVD widening. Construction along the
boulevard has begun with clearing of trees and grading of earth to
the new levels, as well as the installation of the associated
storm water drainage system. WASHDOT will be moving and lowering
the power lines along the speedway, as well as power lines that
cut across the approach to runway 34L in the next few months.
West Ramp Hangar Development. Deposits are being accepted
for the new west ramp hangars at this time. Hangars ranging in
size from standard 42’ wide T-hangars to 50-foot rectangular
hangars are being planned. The new hangars will be sprinkled and
have sufficient power to allow for heaters to be installed should
the renters choose to do so.
Taxiway Lighting Upgrade Project. This project will place
the lights along runways 11-29 and 16L-34R along with taxiways
Charlie, Delta and Golf in cans and conduit. The existing lights
and transformers in those areas are all direct buried, which
causes numerous outages. This project will also fund new power
regulators in the night lighting vault, as well as a new standby
generator for the airfield.
Obstruction Free Areas. The surveying of tree penetrations
into the Part 77 transition areas to the west of the main runway
will be on going over the next 6 months to a year. Work is
progressing on the permits needed to cut the trees in the hazards
area. Additional work continues to be done to survey the trees
penetrating the transitional air space as well as in the runway
approaches. The airport is required by the FAA via grant
assurances to ensure that airspace surrounding the airport is free
of obstructions.
Development
Dave Waggoner gave a brief discussion on various development
projects around the airport.
Museum of Flight Development. The Museum of Flight has made
a proposal to build a new facility in the Northwest Territories.
This facility would include a Boeing tour center, restoration
center, display gallery and Challenger Learning center. Aviation
museum facilities are now eligible for FAA funded lands at less
than fair market under new revenue diversion rules. However, the
addition of this facility would greatly increased the chances of
having other commercial developments close to the facility which
would generate fair market value leases for the Airport.
West Side Development. The West Side development is on hold
at this point, however it is still the Airport’s intent to put a
commercial development over there at some point.
Waste Transfer Station. The fall grading is nearly complete
allowing traffic back into the east ramp area from Airport road.
The remainder of this construction will occur starting late spring
of 2002.
Navy Housing. 8 to 10 residents per month have been moving
into the HASCO housing area as part of the transfer of the homes
from Navy Housing to HASCO. This project has been moving fairly
smoothly, and it is anticipated all the homes in the area will
eventually be filled.
Aftermath of September 11th.
There was a general discussion by several Airport tenants from
Northway, Boeing and Goodrich about how the September 11th attacks
have affected their businesses.
Council Member Report and Comments
Jim Rutherford reminded the council that there are two ways to
bring a new chairman into the position. One way would be to have a
volunteer for the position, and the other is to have the
nominating committee nominate a new chairman.
Russ Keyes volunteered to be the new chairman of the committee.
This was voted on and approved unanimously.
