Introduction
|
|
|
The mediated agreement of 1978 established the Paine Field Community Council. It was recognized that public awareness of an involvement in airport activities would mutually benefit the Airport, the surrounding residential community and airport users.
|
| II.
|
Purpose
|
|
|
A.
|
The Council should review, assess and make recommendations to the Airport Manager and/or affected governmental entities with regard to the Airport, especially items impacting the spirit and letter of the mediated agreement.
|
|
|
B.
|
The Council should promote mutual cooperation and understanding between the Airport, residential communities and airport users.
|
| III.
|
Membership
|
|
|
Section 1: The Paine Field Community Council will be composed of 10 individuals and alternates representing the following groups:
|

|
A.
|
four (4) citizens, one each from quadrants surrounding the Airport,
|
|
|
B.
|
two (2) currently qualified pilots affiliated with Paine Field in some capacity,
|
|
|
C.
|
two (2) fixed base operators at Paine Field,
|
|
|
D.
|
two (2) representatives from the off-airport business community
|
|
|
Ex-officio representatives of affected jurisdictions and organizations may be seated on the committee for the purpose of giving information but do not have voting privileges. Ex-officio members will be appointed by the County Executive with the approval of the County Council.

|
|
Geographic boundaries for the quadrants will be established by Paine Field Community Council not later than January 1, 1987. (Current Quadrant boundaries are shown in Attachment A.) These boundaries will determine areas of community representation. Until this time, existing representatives and communities will continue.
|
|
|
Section 2: Voting committee members will serve four year terms with their term expiring on January 21 of the fifth year. Members may be reappointed.
|
|
|
Section 3: Appointments to fill mid-term vacancies will be for the duration of the vacated term.
|
|
|
Section 4: Selection of members.
|
|
|
A.
|
Community representatives and alternates must be residents of the quadrant they represent. They must maintain residency in their area in order to be a member of the Council.
|
|
|
B.
|
Candidates for positions as described in 3.1.a., b., c., and d. for representatives or alternates will submit standard nomination forms and resumes as used by the Paine Field Community Council.
|

|
C.
|
Airport Manager will select a representative and an alternate from each area's nominees as described in Section 3.1.a., b., c., and d. The proposed representatives and alternates will be appointed by the County Executive and confirmed by the County Council.
|
|
|
D.
|
If the representative will be absent, the alternate will act as a voting member.
|
|
|
E.
|
Two unexcused absences may constitute grounds for recommendation for removal by the chair to the County Executive.
|
|
|
F.
|
If a committee member resigns, he or she will submit a letter of resignation to the committee chairman. The alternate will serve for the remainder of the term as a voting member.
|
| IV.
|
Officers
|
|
|
Three officers will be elected from the voting membership of the Council: Chairperson, Vice Chairperson and Executive Secretary. In the event that any office is vacated, the committee will elect a new officer to serve the remainder of the term at their next regularly scheduled meeting. A nominating committee will be formed at the first quarter meeting each year and election of officers will be conducted at the second meeting with terms running from the August meeting through the May meeting.

Operation
|
|
|
Section 1: The committee will operate under Robert's Rules of Order.
|
|
|
Section 2: Proposed amendments to these bylaws shall be submitted to the whole committee in writing one month prior to voting thereon. A favorable vote by two-thirds of members present is required for passage of an amendment.
|
|
|
Section 3: The Community Council shall meet at least twice a year in regular session.
