PAINE FIELD COMMUNITY COUNCIL
BYLAWS
I. Introduction
The Paine Field Community Council (“Council”) was established to provide the public with information regarding Airport activities. It was recognized that public awareness of and involvement in airport activities would mutually benefit the Airport, the surrounding residential community and airport users.
II. Purpose
a. The Council provides a forum to disseminate airport information to the community and a forum for the community to provide comment.
b. The Council should review, assess and make recommendations to the Airport Director and/or affected governmental entities with regard to the Airport, especially items impacting the spirit and letter of the mediated role determination.
c. The Council should promote mutual cooperation and understanding between the Airport, residential communities and airport users.
III. Membership
Section 1: The Paine Field Community Council shall be composed of 10 Members representing the following groups:
a. four (4) community residents, one each from quadrants surrounding the Airport,
b. two (2) currently qualified pilots affiliated with Paine Field in some capacity,
c. two (2) aviation business operators based at Paine Field,
d. two (2) representatives from the off-airport business community.
Members may vote on any matter considered by the Council. An Alternate shall be appointed for each Member position.
Ex-officio representatives of affected jurisdictions and organizations may be seated on the committee for the purpose of giving information but shall not have voting privileges. Ex-officio members will be recommended by the County Executive and appointed by the County Council.

Section 2: Members and Alternates shall serve four year terms. Terms shall commence on January 1st of the year immediately following appointment. Members and Alternates may serve up to a maximum of three consecutive terms. After a period of two years absence from the Council a person may again be appointed for up to three consecutive terms.

Notwithstanding the forgoing, to achieve board continuity, one-half (1/2) of the 2012 Members and Alternates shall be appointed to two (2) year terms and the other one-half (1/2) shall be appointed to four (4) year terms. Thereafter, all terms shall be four (4)years.
Section 3: Appointments to fill mid-term vacancies will be for the duration of the vacated term.
Section 4: Selection of members.
a. Community Members and Alternates must be residents of the quadrant represented. Members and Alternates must maintain residency in their area in order to be a member of the Council.
b. Candidates for positions as described in Article III Section 1 a, b, c, and d. shall submit standard nomination forms and resumes regularly used by the Council.
c. Airport Director will advertise for and collect applications for Members and Alternates from each category as described in Article III Section 1 a, b, c, and d. The proposed Members and Alternates shall be recommended by the County Executive and appointed by the County Council.
d. If a Member is absent, his or her Alternate may act as a voting member.
e. Two unexcused absences may constitute grounds for recommendation for removal by the chairperson to the County Executive.

IV. Officers
A Chairperson and a Vice Chairperson shall be elected for a term of 2 years from the Members of the Council. Elections shall be held at the last meeting of the year of each odd year. Terms of office shall begin on January 1st of each even year.

In the event that the office of the Chairperson is vacated, the Vice Chairperson shall succeed to the position of Chairperson. In the event the office of Vice Chairperson is vacated the Council shall elect a Member at the next regularly scheduled meeting to serve as Vice Chairperson for the remainder of the term.
V. Operation
Section 1:The Council will operate under Robert's Rules of Order.
Section 2: Proposed amendments to these bylaws shall be submitted to the whole Council in writing one month prior to voting thereon. A favorable vote by two-thirds of Members present is required for passage of an amendment.
Section 3: The Council shall meet at least twice a year in regular session.
